At age 17, Frank enlisted in the United States Air Force (USAF) in 1975. He continued his USAF affiliation in the Air National Guard and USAF Reserve until his retirement in 2003. He continues his patriotism with his membership in the Heartland Chapter of the Air Force Security Forces Association and a lifetime membership in the National Air Force Security Forces Association. Frank can be found at many of the commemorative celebrations at the Midwest City Veterans’ Memorial in Regional Park with other veterans of the Armed Forces of the United States.
Born and raised in the foothills of the Allegheny Mountains in Eastern Ohio Frank comes from a family of five. He left Ohio at the age of 17 to start his career in the United States Air Force. In 1977 he met and married the love of his life, another Airman, Brenda, and had one son, Scott (who lives in Austin, Texas with his wife Staci and sons Ethan and Miles). In 1985 Frank moved to Midwest City, Oklahoma and was fortunate to be employed by the Oklahoma Department of Public Safety until his retirement in 2017. Frank has served the City of Midwest city on the Park and Recreation Board, Board of Adjustments, and the Police Community Advisory Board. Frank also is the First Past President and is a Member at Large of the Board of Directors of The Mid-Del-Tinker Kennel Club.
Frank is the First Past President of the Mid-Del-Tinker Kennel Club and is an active Member at Large of their Board of Directors. He has also served on the Park and Recreation Board and the Police Community Advisory Board. He currently serves on the Board of Adjustments. He is an active member in good standing of the Heartland Chapter of the Air Force Security Forces Association.
There has been a noticeable deterioration in residential properties in some of the neighborhoods in Midwest City. Although Midwest City has programs to aid qualifying property owners with material and labor for certain violations of City code, some non-qualifying property owners do not maintain their houses/yards/fences. This negatively affects the surrounding properties’ values and general wellbeing of their neighborhood. Working with existing City departments, an emphasis can be made to bring properties into compliance with City Codes and education of qualifying property owners can be accomplished to aid into the return to compliance within City Ordinances. Fair citizen financial support for new infrastructure within the City. It is not fair that property owners in Ward 1 be burdened with new residential infrastructure (namely sewer and water systems) development in other Wards By assessing reasonable connection fees to these new infrastructure system the City can offset a majority of these costs to the residents of the Wards affected by the costs of new required infrastructure to support the new housing developments. There has been a noticeable increase in criminal activity in Ward 1 from some residents occupying government subsidized housing. Part of the contract for such subsidization is to be good stewards of the property and to be good neighbors. The subsidized housing contract can be revoked if the property is not cared for of if police are called to the residence due to neighborhood complaints and/or criminal activity. If a police officer were assigned an additional duty to liaison with the agency(s) who approve/monitor subsidized housing, then a monthly report could be generated identifying potential violations of the type identified above over previous months and could be provided to the subsidizing agency(s) to identify potential breaches of contracts, holding residents accountable to be good neighbors and/or stewards of the property at which they reside.
Frank has always had a strong work ethic and believes that each tax dollar should receive maximum value for its investment. He comes from a lower middle-class background with parents who taught him to provide an honest day’s work for an honest salary. His parents also taught him that although taxes are a necessary part of life, those spending our taxes should be held accountable to ensure that each tax dollar has no waste.
Since moving to Oklahoma in 1985, Frank and his wife Brenda have fallen in love with both Oklahoma and the people who live here. After working the Oklahoma City Bombing as a member of the Oklahoma Department of Public Safety (DPS), Frank gained an appreciation for the “Oklahoma Standard”, and strives to uphold that standard today. He had the good fortune during his DPS career to travel all over this Great State and meet many of it’s citizens which gave him an appreciation of the values of Oklahomans. Providing training for many of the Federal, State, County and Municipal Law Enforcement agencies, he gained insight into the problems and potential solutions of government at these levels.
Frank is a proud citizen of Ward 1 and if fortunate enough to be elected promises to be available and responsive to all constituents within this Ward. He will always do his best to balance the needs of Ward 1 with the needs of the City of Midwest City.
